Resource Conservation and Recovery Act of 1976 (RCRA) was designed to "close the circle" in earlier legislation by regulating the management of all solid and hazardous waste. RCRA, together with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), imposes requirements upon generators and facilities which store, treat, and dispose of solid and hazardous waste with respect to deposition and environmental impacts of such waste.
