Phase I Environmental Site Assessments



Phase I Environmental Site Assessments (Phase I ESAs) are performed by GETCO, Inc. in accordance with ASTM Standard E 1527-05, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process and pursuant to the Ohio EPA O.A.C. 3745-300-06 Phase I Property Assessment for the Voluntary Action Program.


Phase I ESAs are performed to satisfy the innocent landowner defense to CERCLA liability. GETCO, Inc. uses due diligence in conducting thorough searches of all reasonably available information, and makes reasonable efforts to interview persons with knowledge regarding current and past uses of properties, waste disposal practices, and environmental compliance histories.


An environmental site assessment also consists of an evaluation of the general topographic conditions and the identifiable migration conduits in order to assist in determining if releases of hazardous substances or petroleum products may have occurred on the property. GETCO, Inc. exercises critical judgment in assessing whether a potential release of hazardous substances or petroleum products on a property would constitute a de minimis release.

  • Establish the historical property uses
  • Site reconnaissance
  • Interview key site personnel
  • Evaluate current and past uses of neighboring properties
  • Research local, state, and federal records
  • Survey sensitive receptor
